The Rutgers Scarlet Knights have been the laughing stock of the college football world for the last couple of seasons. They rarely bring in blue-chip talent and when they do they typically have off the field issues. They haven't been to a Bowl game since 2014, and haven't even been within shouting distance of winning the Big Ten East.

So why can't the university that is embedded in one of the nation's recruiting hot spots unable to field a competitive team, let alone a bowl team? Was it always this way? If not, what changed?
